Summary of Decisions by the Preservation Board: March 24, 2008

The St. Louis Preservation Board held its regular monthly meeting on Monday, March 24. In attendance were Board Members John Burse, Mary Johnson, Mike Killeen, Anthony Robinson and Chairman Richard Callow. A copy of the agenda can be found here.
Here is a summary of the board's actions by agenda item:
PRELIMINARY REVIEWS
A. 1827-39 S. 10th Street (Soulard Historic District). The board unanimously approved granting a variance to construct a dormer on the rear elevation of a historic home.
B. 2213 S. 10th Street (Soulard Historic District). The board unanimously granted preliminary approval of construction of a new house.
NEW APPLICATIONS
C. 1332 Shenandoah Avenue (Soulard Historic District). The board unanimously voted to grant preliminary approval to the construction of a new house contigent upon final staff approval.
D. 3900 Meramec Avenue (City Landmark: Resurrection of Our Lord Church). Members Burse and Killeen recused themselves from the matter. Contractor Tim Spiegelglass, Rev. Peter Vu, Levit Nguyen and Alderwoman Dorothy Kirner (D-25th) spoke on behalf of the church's plan to demolish an original courtyard wallfor construction of a grotto; Landmarks' Assistant Director Michael Allen submitted testimony opposing the plan. Staff strongly recommended that board deny the application to demolish the wall while allowing construction of the grotto eslewhere on the site. Mary Johnson moved to allow the church to remove the wall and build the grotto, but her motion received no second. Chairman Richard Callow moved several motions by Johnson and Anthony Robinson out of order. Finally, the Board voted to defer the matter while instructing the church and staff to meet with an architect to discuss alternative design solutions.
E. 1820 Market Street (City Landmark: Union Station). The board voted to deny the application for two wooden signs and thirteen graphic signs while approving a neon sign and awnings within limits determined by staff.
APPEAL OF STAFF DENIAL
F. 2005-7 California Avenue (Fox Park Historic District). The Board voted to uphold staff denial.
